Not exactly sure how they get so much expirience, could it be bug?

its a bug - report in the tech support section.

Soviet air groups become Gds as the AOG's rename (16.3.4), there are no Gds AOG in play in August 41

That figure represents the experience level of the best pilot in that group of 11. The other 10 would normally be significantly lower.
