Fort in the city/town require 1 AP to move engineers
Fort in cityless terrain - does not.

Also it seems that if fort reports directly to the Stavka - it don't pay 1 AP to bring Eng from Stavka, if fort reports to Moscow M.D. it cost 1 AP to bring Eng from Stavka
