Ground Elements - T-28E, OT-34 and 76.2mm AT Guns

I wonder if the followings are proper -

(a) Are item 139 and item 753 the same T-28E tank? In the ground element data one is heavy tank while the other is medium tank.

(b) The import cost for item 728 and item 748 (both different models for OT-34) appear to be on the high side. They are basically a T-34 with MG replaced with flamethrower. However, the build cost appear to be the full cost for constructing a new tank, while we are importing from a completed tank instead of a chassis.

(c) The import cost for item 783 and 817 (76.2mm AT Guns) also appear to be on the high side. They import from a Field Gun instead of building a new one. I don't think it cost so much to convert a field gun into a anti-tank gun.

In WitE1 there is a separate parameter for "import cost" other than the "build cost". Is this parameter removed in WitE2, or just hidden in the Editor?

i believe for imports from existing elements only the build cost difference will be payed for (or gained).
For the Finns the T-28 was a heavy tank.

I am not sure if this should be the case. For example, you can find that the build cost for item 140 is only 1. It is a Stug IIIg imported from Germany to Finland. If the difference is gained, than Finland or Germany will be gaining Arm Points/Supplies simply by transferring the Stugs, which sounds weird.

same country should be build cost difference, don't know how this is handled between different countries. If its still cost diff then FIN may get some armament points as gift from an ally.

If FIN is to gain armament points as gift, it is important that the armament points have to be accounted for, i.e. Germany will have the same armament points gained by FIN deducted. Otherwise, this is creating armament points from nowhere.
