Attack and Defense Combat Values

Maybe I'm missing something obvious, but how are these values generated? I have two units with the same strength and almost same effectiveness yet one is 2-3 and the other is 3-3? I've seen enemy units go from 3-3 to 7-6 over time.

There are fractions that round. It is probably right on the cusp of .5

The formula is basically eff x exp x strength x stats depending on the combat
