Cant attack fleet

Cant attack fleet

So I have a fleet consisting of carriers and surface vessels, standing next to enemy fleets, but I am only able to make a carrier strike. Why cant I attack with my surface vessels?

Surface battles are fought with surface or sub units; if carriers are with the fleet, it is assumed that your fleet would stand off from the enemy fleet and use the carriers' capabilities for battle. Essentially in that case your surface fleets are there to protect your carriers.
