[bug added to list] Frozen SU exploit

As Axis (and probably SU), all support units from frozen HQs can't (correctly) be reassigned to another HQ, BUT can be transferred to Reserves and later be transferred back to map, where they will come under OKH and later be transferred to any unit (doesn't even need to be same nationality)

They can also be transferred to Soviet Garrison, and since there's so many, this could be used to save some divisions for map usage.

This is an exploit which shouldn't be allowed, ie, an SU that can't be reassigned shouldn't be allowed to be transferred to reserves

To reproduce just start a new game as Axis, pick any frozen HQ with SUs and notice how they can all be transferred to Reserses
