Axis fleet too big to be attacked

So it's mid '43, most Axis fleet carriers are sunk and 28 remaining ships have gathered on one hex. This hex lights up for an Allied carrier air strike, but right clicking on it does nothing. Same for Allied ground based air, iirc...

I only know it's 28 ships from a doomed DD group I sent to investigate.

I installed to G:/Games/WarPlan Pacific. No saved folder in sight...
