Chungking rail line to Chengtu doesn't repair?

I Have taken Chungking as the Axis against historical AI (Pacific '41 campaign). As I push toward Chengtu, the rail never repairs I assume because the map supply level is below 5. (p. 58 of the manual) I have also taken Kunming which doesn't seem to repair despite being map supply level 6. Can't figure out how to raise Chungking to 5 or higher so that it will repair so I can continue the drive to Chengtu.

Loving the game. One of my all-time favorites.

A HQ make the supply lvl rise by one (if im not wrong :p) around him.

Chingking has no rail the Japanese can use.

Yea there are roads and rail on the map
