Why can't a US HQ, with MacArthur for instance, command Australian units?

It's just designed that way. Minors can only have their own HQs attached to them with their own leaders otherwise no one would use a minor HQ crappy leader.

Historically commanders loathed giving troops to even other service branches. The ABDA HQ in early 1942 dissolved within 39 days granted, it was due a lot to no longer having things to command, but language barriers commanding task forces comprising english, real english, and Dutch speakers did not bode well for coordination.

Yeah the Allies "cooperated," but barely.
At least they cooperated more than the IJN and IJA.
