Scenario without randomness for Soviet units

Would be nice to have scenario without randomness for Soviet units.
Make this "randomness" (morale/exp) rule as optional in the editor. So we could get a normal scenario without these anomal units that has or too low morale (to 35) or too high. Same for exp - there was various levels of exp (some better trained "old" units or new just formed). This also will lead to that we can even reduce exp for certain elements (like new tanks - KV's, T-34's; or like new AA guns - 37mm, 85mm).
No point to research/improve/fix Soviet OOB if it will be destroyed by this "randomness" rule.
