Naval Specialty - Supplly

Not sure if this is working as intended or I'm misunderstanding the specialty.

In port, a ship with the specialty should be able to recover effectiveness faster than a ship without(version 1.00.00).

The video shows that one with the specialty,CV hornet, effectiveness recover is exactly the same as CV Enterprise without the speciality.

When moved in port: effectiveness is 90%, then 93%, 95%, 97%, 98% and I end the video.

Supply specialty means when you do offshore supply that units get a bonus. I think 12% instead of 6%
