Subs and Screening Specialty Question

Subs have 0 anti-air, does this specialty make subs less vulnerable to land base air attack with the +3 modifier? Is this the intent?Will it actually make a difference?

Anti Air is to damage back not to take less damage from air.

Subs need to avoid air at all costs. Though eating up Japanese oil is not a bad thing.
