Syberian Heavy Tanks spawn location

Hello,
please take a look on following screen.
Soviet Heavy Tanks spawn in mountains next to Ulan Ude. This means they start at supply 5, which affects them badly. What is worse, there is no rail in these mountains. It means you can't operate this unit to Eastern Front ASAP. Or in fact you can, but it requires a swap with one of planes, which costs moreale and may be perceived as gamey.

Question to devs - can the spawn location be changed to the hex directly west of Ulan Ude?
