Reinforcement/Upgrade Question

If you put 100 production point into Reinforcement/Upgrade but only use 75 points are the other 25 production points lost? Or are they just rolled back into your Stockpile? I know I have seen the answer to this but cannot find it.

I have a question about exactly how reinforcements and upgrades work. For example, after Pearl Harbor, Nevada is down to 1 strength point. If I set Nevada (and only Nevada) to priority status, and allocate 25 production to reinforcements, then Nevada should gain one SP per turn:

-US battlegroup with 1939 Warship advancement costs 400, or 100 per SP.
-The chart on P. 34 of the manual says naval reinforces at 25% cost - each SP repair is 25 production
-I can't allocate 75 SP and fully repair Nevada in one turn, because the max is 20% of full strength repair per turn (rounded up I assume?)

Does it work the same with upgrades? For instance, each year of advancement adds 40 points to the cost of a battlegroup. At 25% cost, I should allocate 10 production points to upgrade Nevada to 1940 warships. Is that limited to one advancement year per turn?

Of course, I don't think I would actually focus on Nevada like this, but I just want to make sure I understand how it works so I can estimate better how much production to allocate to repairs/upgrades.

It’s too bad it’s a black box. Would really like it reported where production went.

The author has a part 2 that helps a lot.

Basically
Production added to Stockpile to get NEW Stockpile number.
Game then looks at New Stockpile number and the Reinforce/Upgrade number. The game assigns the lower of the two as PP for upgrade/reinforce.

There is a table in the manual that gives reinforcement priority.

Step #1 Check if there are enough PP to reinforce unit #1.
Step #2 If yes, reinforce unit #1. If no go to step 4
Step #3 Check and see if there is enough production to upgrade unit #1. If yes upgrade, if not go to step 4.
Step #4 Check if there is enough PP to reinforce unit #2.
repeat.
