Stalingrad to Berlin

Playing Soviets against Axis AI, after the Soviets take Stalingrad there are 2 hexes that appear to have German HQ units dumped on them despite being occupied with ground and/or air units. Units are displaced & appear next to their HQ & hexes are then Axis controlled. This happened both times I played this campaign every turn right through to completion.
Hexes are 273,161 & 272,160.
