Is this possible after you break off two divisions?

Yes just merge divisions into it.

Look in the "?" for hot keys

Select a unit and then Alt + right click on the unit to merge with.

It works for small armies consistently but not corps for me. When the second division splits off, it becomes a division instead. Are corps pieces kept track of internally or can any divisions merge?

Individual Japanese divisions can't merge because there's no 20 strength 'small army' for them to create like there is for the Allies with their division>small corps>corps structure. Japanese armies can split into two 15 strength tokens and merge back together but individual Japanese divisions are 10 strength forever unless there's some voodoo I haven't discovered yet.

I think you mean Japan CAN'T merge 2 divisions but can merge 2 small armies.

A large army is 30-36 strength maximum. (Japan/USSR)
A small army is half that much.

So if you see an army that is 15/30 that is still a large army.
An army that is 15/15 is a small army that can be merged with another small army.
