Japan merging units

The manual says:
Japan has divisions but not corps available for them to merge with. Their divisions are considered individual units from an Army that acts on its own.

Can someone explain this? What does this mean?
How do I tell if a Japanese division can merge or cannot merge.

You can NOT merge Japanese divisions only split armies

Can split armies merge back into full armies?
Also the split armies with a strength of 15 are an odd man out since Truck supply is in 10 point intervals so they use up 2 Truck Supplies instead of 1-1/2.
