So a Tactical bomber has a range of 10 hexes. That means it can fly out 10 hexes and return.
Then why can't a Tactical bomber rebase to an airfield 20 hexes away?

In my game, I just moved a Tac Group with SB specialty (range 14) from Okinawa to NW Borneo = 27 hexes, and a Tac Group with a NA specialty (range 8) from South Japan to North Japan = 15 hexes.

range is based on ONE operation point. A plane can move TWO operation points. Thus double the range.
