Why are the soviet armies in wpe 36 strength and only 30 in wpp?

Bigger question...

WHY are you even looking at the Soviet armies?

By the time they are needed...they could have divisions and walk through Manchuria.

I mean I'm besieging Vladivostok in a couple of games for a change of pace and to see how viable it is after forcing the India surrender so it's not totally irrelevant...
