Problem with "Add Specialty"

A sub while at sea, I can click on the Add Specialty button. But, I can only select the two first items:
. Torpedo
. Logistics Expert

I cannot select the two last ones.

A sub while at port, I can click on the Add Specialty button. But, I can only select the three first items:
. Torpedo
. Logistics Expert
. Tactician

But, I cannot select the last one.

Another example with CV at port, I can click on the Add Specialty button and select all the four items.

But when the CV is at sea, I can click on the Add Specialty button. But, I can only select the two first items:
. Torpedo
. Logistics Expert

I cannot select the two last ones.

Well that's odd.

I fixed it. I hope it gets into the patch. I linked the wrong selection variable to it and the choice is based on how many ships you have in the fleet.

So if you have 1 ship can only pick the top.
2 ships 1st two.

Just fat fingered the wrong variable and of course tested it only in port with 20 ships.
