Osaka Home Guard mobilises, first turn of 1942

Is this meant to happen? I saw a US cruiser floating around the Sea of Japan, which is the only trigger I can conceive of that might have happened.

I received an HQ and an under-strength Corps, which was... nice but probably not required at the point I was launching my attack on the DEI...

It sounds as though US naval movements will have triggered it, so yes, as the triggers don't require the Allies to have landed to fire.

I think I follow the logic! But it might well be worth reviewing and making the triggers a bit tougher. At the moment the result is quite unexpected. The AI had sent 2 submarines into the Sea of Japan - I can imagine a human player doing something similar looking for transports to sink and/or unblock Vladivostock. That ends up giving a bonus HQ for Japan, which is quite a big unexpected payoff for a fairly innocent move.

Could I suggest increasing the number of allied units involved for it to trigger, or restricting the trigger to amphibs?
