Make people to consume water

As title says. It will be more realistic, fun and could partially fix the water abundance issue.

Making "water worlds" more playable and turning rest of the planets way less playable, maybe not the best way to try sort it. [:)] Planets with plenty of water should have plenty of water.

Actually, you are wrong. Seth class planets have more water than you can imagine. There are no planets in game unplayable coz water shortage.

Well, the problem is that then you'll have to send water to troops, and the Supply Received tab already has trouble to fit everything...

No, IMHO the current abstraction where water is part of the food (unless by sub-zero xenoplants, yum, tasty ammonia !) is good enough.

However maybe the private sector should be taught to consume water for its farms and domes and taught to build ice mines ?

Also to gather rain & river & lake & seawater, and to buy & sell normal water ?
(They already know how to buy special water.)
EDIT : No, gathering would be too complex on the UI too, just have them use "Emergency Water" by default ?

It happens most likely because Private market is not getting water from rainfall/ocean tiles and rivers (while your Regime cities will get it that way). So people are still buying water from market but if there is no private water/ice mine then only way to fill the market with water is by your Regime selling it.

Proposed workaround - X units of water from natural rainfall will go to the Regime (500 units maybe ?) and everything above would be split 50/50.

That on desert planets - Regime will take dibs to rare natural water sources - but as water will become more and more available through normal means in environment - then it will become available to private market.

Otherwise you can always head-canon that private market is paying taxes for use of rainfall water (something that exist in real world).

First of all, the Private Economy already does consume water:

The buying and fabrication of Luxury products and services creates a demand for Items with the Traders and allows prices to go up over time (and for Major Regimes gives the opportunity to profit from this by selling).
All Tech Levels create demand for Food, Water and Fuel.
Tech Level 3-9 also creates demand for more Fuel, but also Metal and Rare Metals.
Tech Level 7-9 also creates demand for Machinery, Hi-Tech Items and Atomics.
The same goes for the construction of Assets. To build the Private Assets, the Population buys Items and services from the Traders."

On earth alone:
- in places with Abudance, the homeowner can be forced to deal with disposing of the water (via fees for the sewage and rain-drainage system)
- in places with shortages, it can be outright illegal to collect rainwater falling on your own house (except for the communal storage and distribution system)

As a luxury, in much smaller amounts than food, if zone news are to be trusted.
