Overflying neutral countries

It was an opponent Villain who reminded me that violating a country's airspace on a combat mission is seen as an act of war by the neutral: not to forget the possibility of bombing the neutral by mistake.

It seems to me that this law should become a game rule to reduce some of the excessive strategic bombing of France in '39/40, assuming the coding is quite easy, not that I know anything about that aspect.

I should say same thing than when the Allies is doing strategic bombing over the oil fields of Ploesti from Rhodes island.
And that Bulgaria and Greece are neutral.

Is it not rather that the strategic bombardment of France in 1939/1940 is far too effective in terms of losses?
