Supply Blockade Problem

This doesn't seem right so I am posting it.

Both Noumea and Suva were shown as being out of supply and their supply levels fell to 2.
Neither were blockaded by enough ships to trigger this. Suva has one outside and Noumea has two.

It is possible there are "invisible" ships because of intel limits but I can't verify that. If the unit on an island can "see" all adjacent ships then this wouldn't be the cause.

Also, the icons that show up for the message "Unit has no supply source" were listed multiple times for each port.

The combat report shows "No Supply Interdiction" messages.

How many ships in each group?

Turns out there were 3 groups in a single stack which I believe meets the criteria for blockading.

Please be more precise.
You moved different groups from different positions into one hex?
Then you have only one group as a result.
It is my understanding, that you need one or e.g. three hexes coverage to stop supply.

I am not sure if you are referring to "need one" unit or hex.

My understanding of the rule is that for Ports on Islands that do not have a single designated invasion hex you need three units in one or more hexes adjacent to the port.

If it is one of the Islands with a designated invasion hex, one unit will blockade it if in that hex.

Actual Rule:

Port Blockade – Small islands may be blockaded by a single naval
groups. All other hexes can be blockaded by 3 naval groups. To blockade
a port the fleet must be 1 hex away and able to move into that port
from that hex if they controlled it and have no enemy fleets next to that
port as well under the same conditions.
