The attachment shows the event messages at Turn 161 and 162. I am sure that it is the same game. The event messages are moved somehow. I have lost track the penalty of "Shortage of Forces in Finland" where it happen in Turn 159 but re-appear in Turn 162 for double count or not.

These are recurring events. Unfortunately it doesn't leave a track on previous occurrences.

Just make sure my understanding right. Axis lose 1 VP and 1 AP each in turn 159 and 162. The good is that I understand of why the sum of penalties due to the shortage of forces do not add up to the total of the enemy events. The bad is that I have to manage it turn by turn. Perhaps, in WitE3 this imperfection will be fixed.
