Convoy Escorts remain on routes without Convoys

Something I have found, not sure if a bug but let me try to explain.

You can not place escorts on a convoy route you do not have a convoy active on. This is correct.

BUT if you had a convoy and had escorts...then cancel the convoy the escorts stay.


For example.

The US is sending PP to the USSR. The UK is not.
The US places all their escorts in the Artic route...say 6.
The UK can not place any.
Set up a convoy with the UK...for 1 PP to the USSR.
Then put 4 escorts in the Artic route.
Now cancel the convoy.

The escorts protecting the Artic are 10...



I do not really have a problem with this...just wanted to point out I am not sure it should work this way.

If I insta-remove them and players reactivate a convoy they will complain their escorts aren't there.
