Philippines Air Supply issue

I am pretty sure it is not supposed to work this way...and could swear it did not prior to the patch.

After cutting off all units in the Philippines...that air unit there can still provide supply to the US unit in Manilla...EVEN though it is out of supply itself.

By design?
