PBEM Challenge - Bug or Cheat?

Dear Matrix Support,

could you please have a look into a running PBEM Challenge of SC: World War I.

I have a strange feeling about this. The Middlepowers seem to have a way too many troops.

The ChallengeID is: "i am not allowed to post numbers???"

I play the Entente.

According to the reports, all 3 Middlepowers spend 3 times their income on Troops.

It is June 1915, it seems impossible for me.

By the way, i am not whining because i am winning the war. But it just seems not right what is going on.
