Given a normal difficulty, with both sides at 100 level, when playing Axis the fort creation is significantly slower than Soviet, at times Axis never even gets to 0 level even though it has sat several weeks. I believe this is referenced in the manual. However, when playing Soviet the rapid fort creation speed is seemingly the same but now the Axis is even faster than the Soviets at creating forts - that seems very inconsistent to me.
