[No Repro] Doctrine Doesn't Match

I placed a ship on the Russian side and the doctrine window on the side says one thing and the doctrine pop up
says another. The pop up agrees with the side doctrine but the window does not. They should agree.

Ok so that is not going to work. I noticed when I closed CMO and opened it again it did agree. It just didn't when I was in the game.
