Priority Arrows in The mission edit windows

Does anyone know how to activate the arrows to prioritize the targets in the strike mission window? I have the latest version of CMO and the arrows do not show up.

The arrows never worked (changing the list doesn't affect target priority) so I guessed they just removed them to avoid confusion
