Finnish Expeditionary Corps

After capturing Leningrad and the surrounding area, the event box said that the 1st Finnish Exp Corps would be arriving. The three infantry divisions did arrive, but no Corps Hq unit. I tried to transfer the 1st Finnish Corps Hq out of the Finland theater box but was not able to. Why did the Corps Hq not arrive?

I admit the event text is misleading as the HQ does not arrive, just the 3 divisions. I can't remember if there was a specific reason we didn't include the HQ with the divisions when we created the event (I have a vague memory of there being a reason, but can't say for sure).
