Garrison Mode PP returned

Per the patch notes:
"Change garrisoning a unit returns half the PPs of making it a garrison"

The v12 manual
"Garrison units have 50% movement and 50% offensive firepower but return 25% logistics and 25% production, and use 25% less supply stockpile."

What I'm finding is that the pp returned is now 26/180 or 14.44% or thereabouts depending on the cost of the inf unit (a rifle unit returns 17/120 or 14.14%)

Should the PP returned be 12.5% (rounded down)

I was initially thinking that I'd get 50% PP back when putting a unit in garrison mode which would have been interesting for the USSR.

Well I can tell you...

IF you Garrison a German Corp on turn 1 of the game you get 26 PP...

When you ungarrison them next turn you pay 52 PP

So in the end it works out sort of...Terrible on the ungarrison...if the garrison is changed then so needs to be ungarrison.

I think this may be Alvaro's intent. To stop players from Garrisoning units every Fall to gain a bunch of free production and then re-mobilizing the units in the Spring. In the end the player doesn't permanently gain any PPs, but he does get units on the map quicker. I don't think there is any real historical justification for this. Historically the Germans did remove large numbers of trucks and other transport from some units to give to other units (especially prior to the 42 Russian offensive), but this didn't really result in any temporary increase in production. They also produced a lot of static units that were never intended to be mobilized.

So with the Rule change, if you want to place a unit in Garrison mode you better be certain that you will never want to re-mobilize it in the future. Or if you do, be prepared to pay the extra cost. But there is a benefit to leaving a unit in garrison mode because it will gain 2 anti-tank.
