Units in transfer box cannot change HQ?

Units in transfer box cannot change HQ?

I get this error message pretty frequently when trying to change the HQ of a unit on the map. The unit isn't listed as withdrawing any time soon. What's up?

What is this transfer box of which you speak? (WitE1 perhaps?)

Good question. I'm playing WitE2. I try to change the HQ of a unit. I get this result.
