Cannot place both Somali territorials

Stuck: both Somali territorials got built on the same turn, and Mogadishu was "full" at the start of the build phase.

Option 15 is on. I was able to place ONE of the two territorials adjacent to Mogadishu, as per Option 15. However, the SECOND one is stuck in the reinforcements and won't let me just push it to the next turn.
