Red Army’s Mobilization on Entering the War without baltic states

If the USSR doesn't take the baltic state, where would the northern troops be on barb strat?

Yes. I haven't done it myself, but an opponent did and said they appear. They are not tied to taking the Baltic states.

No I know they appear, I need to know where as to plan my defense. Similarly, where they would be if I take the baltic states if Germany took Lithuania.

If they appear sufficiently far from the front line I'll be tempted in opting out taking the Lithuanian-less baltic, missing out on mpp but potentially saving military hardware.

Ok false alarm, the strat guide does mention that eventuality. They show up around Pskov.
