USSR mobilization and invasion decisions

When Germany agrees to the decisions to invade Denmark and Norway, these count as declaration of wars for USSR mobilization?

Ah, don't think so, if so it's peanuts.

Don't really have a choice but to take Norway by "yes" on the script invasion.
Denmark scripts costs 100 MMPs, same thing far as Russia.

Waiting past June 1941 against Russia isn't smart. Better off to go early, if anything.

I'm just asking because I'm playing a game and I wasn't sure how much mobilization is expected by the USSR by aug 1940-ish. Generic war declaration raise USSR mobilization so I needed to know if Denmark and Norway counted in the tally.

Not sure, specifically. Should be easy to test. Hotseat, do DOW on 1st turn :)

No no, I know declaring will raise it. I was just wondering if the decisions makes you dodge the increase since the surrendering happens right away... does it circumvent the war declaration? I guess I could test it but I'm sure someone already knows. :P

Yes - you will see mobilization go up 2-4% for USSR for both and 3-5% for US for Norway (in manual pgs 42 and 45).

Is it worth it to declare war early on Luxembourg or Netherlands? I noticed that USA and USSR mobilization went up when I declared war on LUX (USSR went up by a whole 5%!)

I'm not sure how much MPP that translates to for the USSR but I suspect it isn't worth the MPP Germany gets from occupying either country. I feel like it isn't even worth it declaring war on LUX until you attack the USSR but I want someone to explain why I'm wrong about that.

In fact if this game is like the WWI game then there's a unit morale swing when you conquer a country. I could even wait until a critical moment in Russia to annex LUX in order to win a big battle?

I've seen small countries be used like that in the past. Once all majors are in the war, one could preempt a LUX moral bomb by declaring war on it first. :)
