Tobolsk What Is It ?

Was wandering over the map and noticed this name Tobolsk in black writing so it cant be a river.

So I thought it was a city or town but there is nothing there in any of the hexes not even one the small black dots to represent a town even.

Is it a region ?

Is this a graphics error ?

Tobolsk at 313, 38 is town at West Siberia. It has population of 32000 at 1939, so Tobolsk can be added to map as town with manpower 1. Like Map designer forget to add city at map.
