Makeevka Industry relocates to Sverdlovsk (s) rather than Sverdlovsk

I am assuming that the Makeevka armaments industry is probably supposed to relocate to the Sverdlovsk in the urals. But it relocates to Sverdlovsk (s), which is only 8 hexes away (near Rostov)! It doesn't make much sense to relocate a factory only 8 hexes away where the Germans will capture it anyway.

Was similar mistake in me game, armament industry relocated from Makeevka at 250, 179 to Sverdlovsk(s) at 256, 175 at Ukraine. I think it was relocated to Sverdlovsk at 300,65.
