AE editor question

When you look at the editor the base screen third row has a box that you can check and ME next to it. what does that box do?

ME = monsoon effect. Determines whether the base in question is affected by monsoon effect or not.

If checked, the supply cap (the number to the right of "ME" - the max daily supply pull into the base) is being halfed during the monsoon season.
