Cities development

Hello,
I was thinking about way to expand on how cities are developed. Right now we have one tile per city and all assets build are in this one tile. It makes Cities easy to circle and conquer (not counting on entranchment bonuses from new bunker mechanics). What if it would change to develop cities on multiple tiles with limits to amount of assets available on each tile. Lets say that each tile of city has 5 slots for private assets and 5 for public assets, and for ability to build 6th assets you would need one more city-tile. Ability to extend cities would be available to player (or AI) as much as for private sector if there is no possibility to build more private assets. It would make cities more fun to conquer and a bit harder to circle. What do you think?

Such a limit would make no sense. Each hex is ~200km on the Short Diagonal.
There are entire countries that would be oversized with a single hex worth of space and have multiple cities.

The best way to not get your city encirceled is to keep the front as far from it as possible.

Yes, I agree, the hexes are quite big, and to be honest, population is usually way too small to use it as good argument for using such tile-based city building, but making a cities more spread instead of cenetring all buildings in one tile would be beneficial for more strategic city managment. Dont you think?

I do not see how spreading cities assets over several hexes makes them more "strategic" to defend.
It is still about capturing and holding the center first and foremost. All the assets outside would be useless without the population to run them.
