Stuck again on "DOW_neutrality pacts"

After war declaration of Germany on the URRS the previous axis impulse and after allied impulse the game stucks on "DOW_Neutrality Pacts" subphase waiting for some USA action. I,ve been throgh this before and i solved it by pressing "End phase/subphase" from the command menu but now is disable.

When I load the game, I can end the phase. This means that this bug isn't present in the testers version I'm using at the moment.

When I load the game, I can also end the phase. I don't have the testers version, just using 4.2.2.

Yes all but me can end the phase, a friend of mine have end the phase and then he has send me the "choose action" subphase so i can continue. Waiting for the next Axis Neutarlity Pacts sub phase see what happen.
