Yes. Germany send the FTR3 just NE of Toulouse as a bomber, and use the FTR2 in the attacked hex as escort.

Germany will target enemy fighters in the air combat. Any German surviving aircraft will land in Lyons.

Germany will stay in the air combat as long as any bombers remain, and then abort.

After 2 rounds both bombers get through.

I was little lazy in second round and rolled both rolls at once, thinking results don't matter. I figured out, that as only CW has bombers they will choose A to fighter and then abort from combat if that happens. I will roll separate rolls in the future to avoid such situations again.

To be honest, I believed there will be bigger air combat with more Axis bombers. Bomber was there only to absorb hit to save a good fighter. I guess they have other plans...

Answer: Only HQ changes embarkation, and debarkation, on non-port hexes. ENG have no effect.

Ground strike continued:

Germany launch one ground strike versus Murmansk, and Italy strikes the CW defenders just outside Murmansk (see picture).

The Soviet Union has two fighters in Murmansk that can intercept the German raid. Germany has 2 FTR2, and one FTR3, available for counter-interception.

Will USSR intercept?
