French panic

I invaded France early (Dec 39) and was able to breach the Maginot line. Its Feb 40 and I'm two hexes into France and hold 3 hexes of the Maginot line, but there is no "panic" event. Is this because they didn't factor in an early invasion? It seems to me if the French panic if the Maginot line is flanked in May 1940, that would hold true a few months earlier.

Which brings the question on why the city in the Maginot line isn't fortified. It makes it a weak point that is fairly easy for the Germans to take.

So I finally got the French panic only after invading Belgium, Netherlands, and Luxemburg. Is the panic, flanking, and refugee events linked to invading the low countries? You'd think that if you breach the Maginot line, the effects would still apply, regardless.

The triggers for French panic check for Axis units either outflanking the Maginot Line, or being behind it.

I was beyond the Maginot line. The events only kicked in when I invaded Belgium, Luxemburg, and Netherlands.
