Mechanics of mobilizing Axis minors

I was wondering about what triggers the automatic mobilization/leaning increases in the axis minors, Romania, Hungary and Bulgaria.

I've seen them join on fairly diverse dates, and I cant quite figure out what influences them, not even through sifting the editor as well as I know how.

Does anyone have an exhaustive list of triggers for them?

I don't have a list, but the most important scripts for these will be in the Mobilization Event files.
