Electric Engines and Energy Weapons: Still actively giving combat penalties for low ammo?

I somewhat remember that in previous versions, a vehicle with energy weapons would roll in combat with the low ammo modifier if the electricity stock was less than the maximum. Which in turn meant that putting electric engines on those actively made them worse in offensive combat, as it meant that even just moving got you that penalty.

Is that still true in the current version? I'm not really in a position to test it out in my current game right now.

To my knowledge, the penalty is based on having less then 10 combat turns consumption as reserve.

If you think the reserves are too low, that would be a bug report.
