Stacking Error for Fleets

If my understanding is correct, the maximum stacking in a fleet is 20, there is still an error allowing stacks of at least 21 ships. I thought the hex intel report was just creating a random estimate of 21 on the Japanese fleet off India. But since they had made a convoy attack I was able to call up the attacking list and sure enough there are 21 groups in that stack. Some how the game is allowing a one unit over stack. Maybe counting 0 to 20 instead of 1 to 20.[:D]

It is nice that the Convoys in their free time can get the name of each ship attacking them, especially the CVs that would never be able to be seen.

Those cargo ships apparently have better radar than my capital ships. My carrier fleet with 20 ships in it failed to find adjacent enemy fleets just about every time they attempted.

I didn't show the part where it tells me the Captains name as well as the crew and how many children they have.
We put our best radar on Cargo ships.
