HQs on REFIT

Would be great if it was possible to somehow set HQs themselves to REFIT.

As Soviet player a Front HQ (and Army) can become almost depleted, even though sitting at a well stocked depot and at Supply Priority 4. Meanwhile other units all around getting reinforced.
