Production Problem for China

I assume this is a bug since I can't find a game mechanism that could cause this.

The screen shot shows China and its supply on Aug 13th turn.
In the upper left corner is a copy of the Production for China on that turn.
That Production is "4".

The weather is clear. The hex supply levels look good. All the cities normally under their control look good.
But there is only 4 production.
The right side of the screen where the info icons show up showed every front line unit in the Chinese army as in base supply.
Only the Comm. China units were in normal supply.

In the middle left of the screen I show a copy of the Production screen for the next turn.
Production has returned to "58" which is about normal and all the land units are back in full supply.

This is the second time this has happened. The first time took me by surprise and I didn't record it with screen shots. It happened the same way lasting just one turn.

The Japanese have no air units in China and I don't think they suffer partisans in Chinese controlled areas.

Is this A.I. or PBEM?

It is very weird. It's the same formula each turn.

Ill have to keep an eye on this in my game. I can't think why this would happen. Same methods each turn.

That month, day was it that it happened?

Aug 15, 1943 it happened.
Aug 29th it unhappened.

It happened once before but I didn't document it. Probably in late 42.

Which scenario is this? Pacific 1941?

I wonder if this is some formula mistake when you took Hanoi.

I'll have to test it.
