After 5 turns and despite numerous German attacks (many at 4:1 or less odds), the Russian National Experience level is still only at 31%. This does not bode well for Russian survival.

AGC. The Axis move to cut off the slow moving Russians in the Marshes. This is one problem with putting all units in garrison mode.

I was planning on invading Benghazi but I botched it. I moved my bombardment fleet in first using both OPs. I them moved in my invading corps using only 1 OP. But because it joined the fleet in the same hex it was considered to have used both its OPs and so was ineligible to invade.

I don't see the problem here, with the number of garrisoned units. Especially doing it north of Vitebsk up to Leningrad along the swamps and rivers. This is a natural defense line. You shouldn't need to move much there.

Thanks for the AAR, always interesting to read.
I think you've garrisoned too many Soviet units.
I think everyone pretty much agreed that the Russians were too weak and as a result the game was unbalanced. To counter this Alvaro made two major changes:
1.The first was to double the PP cost of a unit switching from garrison to mobile mode. The effect of this was supposed to be to prevent the Axis from micromanaging this in order to have larger than historical numbers for Barbarossa. Yet somehow both MM and myself both managed to have the usual Axis forces ready (ie 13+ Axis mobile units) by May 41.
2. The second was to give garrisoned units an extra 2 Guns. The effect of this was supposed to be to cause more casualties and effectiveness loss for the invading Axis. So I am trying this to see if it works. So far it seems to me that my "garrisoned" Russians are not doing any better than MM's ungarrisoned units. And I believe I built a lot more infantry corps as well.
So I don't necessarily disagree with you, but the experiment goes on.
